I use that site frequently to berify my microwave connection. I do caution you that the route to the test nods varies as per the overall traffic on the net. Thus a there may be wild variations within the same day that don't reflect accurately the condition of your connection.

No, the higher the number the better your connection is.

kb/s refers to the amount of data that is passing through your connection per second.
